The House bill specifically gives the Food and Drug Administration (FDA) authority to set safety standards for growing, harvesting, and packaging fruit and vegetables. This includes the regulation of on-farm practices for the first time. The specifics of these standards, including enforcement, will be determined by regulations written at a later date by the FDA.
